People.Health automates the work you have to do so you can get back to the work you're meant to do.

Executive Summary

Founded in 2013, People.Health is a technology company focused on modernizing how public health, Medicaid, and human services organizations and workforces deliver care and services to the populations they support.

Today, billions of public dollars are invested into programs with limited visibility into whether the work required to deliver those services is actually happening. At the same time, frontline teams and community-based organizations are being asked to take on more responsibility—including critical outreach, follow-up, and coordination work that is often not reimbursed—without the modern infrastructure needed to scale their efforts or offset ongoing workforce shortages.

People.Health addresses this gap by delivering operational modernization—building digital infrastructure that connects policy, funding, and frontline execution. Our solutions support and augment the workforce responsible for delivering care, directly addressing workforce shortages by expanding the capacity of existing teams, while capturing real-time data on engagement, service delivery, and outcomes. The result is a system where public investments are visible, measurable, and accountable—enabling leaders to improve performance, strengthen programs, and deliver better public health outcomes at scale.

"We started People.Health to modernize frontline teams with the digital infrastructure they need to work more effectively, address workforce shortages by expanding capacity, and ensure that taxpayer and foundation dollars fund services that are delivered, measurable, and accountable."

Our Approach

Workforce Modernization + Accountability

We believe the future of public health and human services depends on modernizing how the work itself gets done—and better supporting the teams responsible for doing it, especially as workforce shortages continue to constrain capacity across the system.

Community-based organizations and frontline workforces deliver the majority of care and services, yet they often operate without the tools needed to execute consistently, engage populations effectively, and report on their work in a meaningful way.

People.Health provides a modern digital infrastructure layer that:

  • Expands workforce capacity without requiring linear increases in cost
  • Enables direct, personalized engagement with populations
  • Captures real-time data on outreach, participation, and service delivery

This approach represents a new model of workforce modernization—one that helps organizations overcome workforce shortages by enabling smaller teams to deliver more work, more consistently, at scale.

It also creates something that has historically been missing in public sector healthcare: a clear line of sight from funding to execution.

Leaders can now understand:

  • Who was reached
  • Whether individuals engaged
  • If services were delivered

Moving programs from trust-based models to evidence-based, modernized performance.

Why It Matters Now

Public sector healthcare is at an inflection point, driven by the urgent need for system-wide modernization. Medicaid and human services programs are under increasing financial pressure. Workforce shortages continue to limit capacity. Accountability requirements are rising at both the state and federal level.

Recent policy developments, including the federal reconciliation package often referred to as the “One Big Beautiful Bill (OB3)” and a growing national focus on Rural Health Transformation, are accelerating this shift toward operational and workforce modernization. These initiatives place greater emphasis on program integrity, measurable outcomes, and the ability for states to demonstrate that services are not only funded, but actually delivered.

At the same time, rural and community-based providers are being asked to expand access and engagement without a corresponding increase in workforce capacity or sustainable reimbursement for the work required to do so.

As we’ve seen across states and frontline organizations:

“We’ve built care models that depend on a level of workforce effort that the payment structure simply doesn’t support.”

In practice, this means there is critical work, including outreach, follow-up, and coordination, that must happen to deliver care effectively but is often not reimbursed. As a result, it either does not happen consistently or places unsustainable pressure on the people trying to do it.

This creates a clear mandate. Governments must modernize how work is executed, extend workforce capacity, and improve visibility into how programs are performing.

People.Health is built for this moment. We help states modernize how work gets done, support frontline teams with scalable digital infrastructure, and ensure that public investments translate into measurable, real-world outcomes.
